LB 1208 Distance Education Reporting Information

Q.  When must I file in order to get reimbursed for equipment expenditures from LB 1208?  A.  You must have completed the filing process using the Nebraska Grant Management System by June 30 of the current year.

Q. What kinds of expenditures qualify for reimbursement?
  A. Equipment, software and installation charges are reimbursable as long as equipment leased or purchased is for sending or receiving distance education courses. The school applying for reimbursement must also meet the requirement to send or receive at least two semesters of qualified distance learning courses each year for four years.

Q.  How should you code distance education equipment that is purchased in support of the LB 1208 program?  A.  It appears to me that this should be coded as an equipment purchase.   I think it should be object 530 as it is indeed instructional equipment.  It should be in the 1100 function as it is for instruction. Q. When can I buy equipment and how do I apply for reimbursement?  A. Equipment can be purchased anytime between the time the bill was signed into law (2006) and June 13, 2013. Applications for reimbursement for equipment purchased must be submitted by July 1st of the year following the school year during which the purchase was made in order get reimbursed by October 1st of that year. Up to $20,000 of equipment purchases will be reimbursed.

Q. Do I have to have my receipts in hand before I apply for reimbursement or do I just need to incur the expense?  A. You must have your receipts for any equipment purchased in hand before you can apply for reimbursement.

Q.  What constitutes a receipt?  A.  Evidence needs to be in the form of a receipt indicating payment, photo copy of check, or statement from local accounting managers indicating payment with a check number. The receipts must show payment being made before July 1, 2008. An invoice only will be rejected as it will only depict what "is" to be paid. We are flexible in the forms of documentation as long as it clearly depicts payment before July 1, 2008.  (Mike Kozak, NDE - May 20, 2008)

Q.  How do you submit receipts of payment to NDE?  A.  This information is submitted to Henry Rodriguez through the GMS system and or mail. In the GMS application system applicants can click a button to upload a scanned/electronic document or check a box indicating that they are sending a receipt via traditional mail.

Q.  When entering requests for payment, you will need to provide a description of how the equipment supports distance learning. 
How should that be answered?
  A.  In order to be funded by LB1208 funds, you must provide a connection to distance learning for the item you purchased.  Examples:  1) The LG Monitor is the video display that will be connected to the CODEC we purchased.  2) The switches we purchased will allow us to connect our video conferencing cart anywhere within our school network. 3)  The router we purchased is the edge device to support our distance learning connection at our LAN to ESU 10 and Network Nebraska.

Q. If I miss the July 1st deadline when can I reapply?  A. If a school files an application for equipment reimbursement and it is either too late or is disqualified because of lack of receipts, they won't need to reapply but they won't get their reimbursement until the year following. Their application for reimbursement will however remain in the Grant Management System so that they won't have to reapply.
