December 11 - Upgrade Update

State Transport:
The state recently put up a 470 form for internet which includes distance education transport for all schools (option 1) who are part of the year 2 Network Nebraska upgrade. Only two parts of the proposal were approved both of which had no impact on ESU 10 schools. Below are the average costs that were proposed in the first RFP.

The state has now posted a new 470 form requesting RFPs for selected area transport services. As we were concerned about the options that might be taken by providers and because we thought that those who bid on the original RFPs would just resubmit their first bid, we have submitted a 470 form on behalf of our member schools. Below are three possibilities for transport service in the coming year.
- Option 1 - New state RFP for transport services.
- Option 2 - ESU 10's RFP for services.
- Option 3 - Currently all sites are under contract for extended time - TVDEC South (2013) - TVDEC North (2009) - STEPS (2013). The option for TVDEC North and/or STEPS could be to continue with their existing contract and join Network Nebraska at a later date. Negatives for not upgrading:
- Limited bandwidth
- Not IP based so limited connection opportunities
- No incentive dollars for sending and/or receiving classes
- Not eligible for $20,000 until the upgrade is completed.
Internal Connections:
If your erate percentage is 75% or above, there is a good chance you will be eligible for erate discount reimbursement to offset some of the costs from your upgrade. Below are items that could be approved. I have included the impact of a 75% discount:
- codecs - $12,000 - $9,000 = $3,000 actual cost
- router - $3,500 - $2,600 = $900 actual cost
- network equipment such as switches - $400 each - $300 = $100 actual cost
Classroom Equipment Upgrade:
The considerations for upgrading we are looking at are
- upgrading your current static classroom.
- creating a portable teaching classroom.
- creating a portable viewing station for classroom or enrichment.
